Some of the statutes enacted by the U.S. Congress give certain federal agencies the authority to create rules that help in the administration and implementation of federal laws. These federal rules and regulations are compiled, arranged by subject matter, and published as the Code of Federal Regulations. Federal Register

Before changes can be made to the Code of Federal Regulations, the federal agency proposing a change must first publish an announcement in the Federal Register, which serves as the daily journal of the U.S. government. You can access editions of the Federal Register going back to 1994 online at its official Web site or through the Government Printing Office.
